Why do people offer Entry-Level Engineering jobs to students and then pay their tuition?
Isn't there already graduated people looking for those jobs?

There are not enough engineers. This way, employers secure the interest of soon to be graduated engineers, who can also tailor their last terms of study with courses that are pertinent with the expertise that the employer needs and desires.
They can pay them much less and they are part time. This advoids paying Dental, Health, 401/403, etc. It also lock the engineer to be into a posistion much like indentured servitude for his first job. The engineer gets paid to get his education. The company gets an access level engineer for about 18-24 months after he graduates.
We do not make enough engineers for our needs. This gets back to the poor education boys get because they are raised without their fathers.
With a lowering of supply and a raising of demand the price for securing an engineer goes up. This includes these compensations.
Having been an employer of engineers my response maybe caring to you.
Now and again it is hard to attract the best talent in any field, in order to be competitive a company may try to recruit bright students before graduation thereby “beating” the competition to the best talent.
But, it is too early to really tell who is the best talent, its very subjective.
Not all students or interms get permenent jobs, hiring students also allow a company to “test guide” the employee before making a full committment to that person.
It facility both ways. A potential engineer while he/she may initially be really excited about commerce, he/she may wish to change facilty after internship. A student position would allow the student to “test guide” the industry as well.
